as long as they can just pass the bill to taxpayers it is questionable . but have any lawyers in theses cases gone to the accreditation agency and get the accreditation revoked which could cost them there insurance coverage. and qualified immunity must go. there also needs a way to get the cops license or certification revoked .by the state by citizen not just an agency or court and all use of force should be recoded of the state record and if too many reports an investigation by independents state board . i will concede due to some positions some cops will have more use of force but still needs independent eyes looking not there own dept like done now and as usual better training

Do you want to be solicited on the street? Did the cop stop a crime in progress? Did the suspect swing at the cop? Was it worth being paralized for 100 million dollars, All good questions Jerry should have asked himself before all this took place.
Seems pretty clear that officers cannot use a tazer responsibly. . recall the recent case out of Larimer County Colorado, in July of 2023, where Sheriffs deputy Lorenzo Lujan, tazed Brent Thompson as he was running across a highway, went down, and was struck by a vehicle and killed. Clearly officers are unable to recall their surroundings when deploying tazers against members of the public, and often end up doing grevious damage against such persons.
Personally, I expect police in my local department to remain grounded in reality, and to NOT use excessive force against citizens for the most petit of infractions. In cases such as this where they do. It needs to cost the cities to the point that their police departments lose the ability to function AT ALL. They kill innocent people, or for the most minor infractions, then the police department should lose all their funding and ability to operate for at LEAST one year.

Fleeing an officer after a non-violent offense should NEVER be grounds for a physical assault by an officer.
Cop saw a man standing near the street, didn't see money change hands and immediately decided the man was panhandling. A few minutes of simple observation (also known as investigating) would have proven it one way or another. Cop over reacted. As it turns out, the poor victim had reason to fear this hyped up adrenalin junkie cop and try to avoid him.

Settlements of this value Will get the attention of other municipalities sooner or later and will force better training. Holding officers accountable will force better behavior.
I know the officers feel that they are not breaking any laws when they violate people's constitutional rights. You will hear them say I was doing my job. I was following orders.
