It didn't used to require cuffing some one just to question. There was a time in policing when tasers and guns didn't were not pulled until they had evaluated and found genuine threat! This kind of thing is why so many people are being killed by police!!! People should not be cuffed unless they physically fail to comply, and weapons should not be pulled unless there is a realistic threat!
