I think what is not really stressed enough during police training is the way to go is always the least intrusive way possible. If you don't have to ID per the law, you don't ID simple enough. People are tired of them messing up these simple situations; conflating a phone call, a gut feeling, general suspicion or suspicion for R.A.S.. Most of them don't know how to actually get there and don't care to know; because, most situations they find themselves in are situations they can threaten and escalate in order to force compliance. These are the situations where most of the Law Abiding American populations turns away from law enforcement.

District courts, often corrupt, kangaroo courts.
The problem is much deeper than.just bad cops like these, the problem is there are judges that will protect these bad cops with qualified immunity and letting bad cops get away with their abuse of police power.
Need to have it if an police officer gets a civil rights violations complaints filed on them then they should be put on a no pay work suspension. Till an investigation is done by a civil rights auditor not on house internal affairs officers or by the county or township or city's that the police department jurisdiction is in. Plus an officer now that is fired or made to resign can't not be rehired as a security guard unarmed or armed cannot work in any type of law enforcement agencies no more. If they are rehired that department puts its pension when qualified immunity has been removed and that department has to pay the lawsuit that is brought against them because of those Civil Right violations of those bad officers. The pension plus 3/4 of their yearly budget has to go to the lawsuit to pay it back
