Why can’t the law be that the police can get you out of the car, make you sit on a curb, or pat you down for weapons but nothing they find or take is illegal.
In other words if officer safety is so important, they can do it without being able to arrest or even ticket.

I get to court and the public defender tells me I must plead guilty I said I couldn't. He then locked me in the conference room made a fist and told me he was going to beat me until I would give a guilty plea . Do I have a case against the court house or just the public defender
