All states need to establish departments of law enforcement, a state agency that holds all law enforcement certifications NOT the employing agency. Then all complaints are filed through that entity not the employing agency, investigated by that department not employing agency. Also, a national database for law enforcement so that when officers move from agency to agency their disciplinary record follows them everywhere….just saying 🤔
