As a representative of the state, the state looks the other way if he had a good reason for his actions. So, the conflict of interest cannot be overcome, so they investigate and find insufficient evidence to hold the criminal of the state accountable. Basically, because Constable Spina was actively pursuing a potential suspect as part of his duties assigned by the state the state accepts responsibility for any actions taken, lawful or not. Sue the state, get paid by the people and expose the corruption.
This was Stalking with assault. He did not identify as officer.

You know damn well he has charged a civilian with "assault on a LEO" for merely making contact with him or anything on him while he was violently arresting them even though the civilian didnt have criminal intent. Cops will charge someone for assault because the cop hurt their hand after punching them.

Even tho he was an officer, the color of law doesn't protect him for he's actions and canadians have the right to protect them and their property no uniform, didn't identify as an officer. Officer committed Assault and battery, thief and since he was an officer unlawful seizure of property and Violated charters of rights also disorderly conduct as well as preach of peace.
