Brandishing his Tazer because the driver was speeding makes no sense. The man was ALREADY OUT of his vehicle AS DIRECTED and he was complying with this cop's orders. Yet, this cop did NOT arrest him. He ELEVATED and ESCALATED the situation by drawing the Stun Gun and verbally provoking the driver. The cop seemed to want this outcome. If he didn't, he should have handcuffed the driver immediately.
