The US does not have a debtor's prison. Failing to pay $77 while Congress has millions in back taxes owed is insane. The fee for not paying was assessed at over $200, and still the $77 is owed.
Want justice? None of this should have happened. But, the judge should have recognized her age and obvious income status and made her fee the exact amount of her bill and applied it directly there.
All of those policers need to be fired and thrown in jail. That was not a criminal matter. Those officers have to realize that respect has to be earned.
A door hanger is not legal notification, you can not prove she actually received the notice, the proper way to contact her is by priority signature confirmation, this way you know she received the notice, I would get a lawyer.
