On the morning of July 20, 2020, rookie Cleveland Police Officer Bailey Gannon shot his partner. Screaming as he fled in panic down a flight of stairs from a man who was neither chasing nor threatening him, Gannon pointed his gun over his head—in the opposite direction he was running— and began firing blindly behind him. One of his bullets hit his partner, whom he had just run right past.
That was the opening paragraph in a federal civil rights lawsuit just filed by Cleveland police officer, Jennifer Kilnapp, against her former partner, as well as the City of Cleveland. So this is a police shooting case – an excessive force case – from one cop against another cop. Can a police officer, who is unintentionally shot by another police officer, sue the government for a civil rights violation? Unfortunately, I can answer that one. But first, here’s a portion of the body cam footage.

Clearly hiring standards are non-existant for cops
Why would anybody live in West Virginia with a Police Department's that are out of control? Way too much news about police departments and state police nothing but a bunch of criminals terrorizing their community. There should never be immunity for these corrupt police officers.
Just one more case of many that clearly shows that we have a huge problem with the police being incompetent, please everyone, ALWAYS film the police even when it doesn't involve you, let's continue to be proactive in getting this situation corrected, share this info, make phone calls , send email, protest, make flyers and pass them out, we have got to get this fixed soon before more people have to needlessly die at the hands of police, thanks for reading this and telling others
Hahahahahahahahahahahahahahahahahahahahahahahahahahahaha
I can't believe another police officer would want to serve with an idiot like that.
I can only say we need more officers who exceed expectations.
Typical swine behavior
Just like Uvalde the police cannot be trusted to do anything except make every bad situation worse. How do you run away while firing a pistol over your head facing it backwards??? What part of that is taught in the academy????
Wow. Some people should never become people in positions of authority.
I feel so bad for that community they will continue to suffer until police officers like this are gone
He will answer a much higher court.
Never ceases to amaze what cops get away with.
Blaming everyone but the one responsible.
That’s because they brainwash the cop in training that every citizen,( 5-87 yrs.) is out to kill them. That’s why they are angry, scared, and shoot first , ask ? Later.
I think it’s totally ironic that cops are so afraid of us shooting them ,but their shooting each other.😂🤪🤪🤪🤪🤪🤪🤪😂😂😂😵😵😵😵👮🏿♂️
Pigs are the dangerous version of the Keystone Cops.
Do agents of the Government have rights or duties while working in their official capacity?
Because his dad an big cop
Wow! 1 in a million, this is best video I've seen in a long long time. This is crazy and will cost the tax payers millions because of these criminals with badges…. I can't believe how much police ignorance cost united states tax payers…?
This is the kind of stuff that gets people shot while holding a cell phone or hitting people that may not be involved at all. Dude shouldn't have gotten any violence charges related to that interaction. Cop blind firing is some how not a big deal but a gun unused in hand is apparently an extremely and actively dangerous situation. People who accidently shoot still catche charges, cops don't deserve special treatment or if anything they should be held to the highest standards.
What would happen if the guy got shot instead of the cop? Holding a weapon sounds like it's considered more dangerous than a cop blind firing.
Omg dude got hit with charges for who a cop shot? I don't have words for that…
Qualified immunity would be poetic justice.
You could say the officer exceeded expectations, seeing as you would expect a rooky cop to display some level of incompetence. After all, they a new to the job and have no experience. This is why they are paired with a training officer, so that the new officer's incompetence can be made up for, and the new officer can learn.
If the rookie's level of incompetence is much higher than expected they have, indeed exceeded expectations.
They have a very low scale of expectations for their cops! Just ludicrous!
Corruption at its best.
So cops call this excessive force, but when they kick ,punch, taze a civilian it’s called following policy.
These are the "heroes" we celebrate…
What is the stat on friendly fire? God, it must be high in 2022 and I’d appreciate seeing the progression over years compared to all Officer-involved shootings. Thank you
Such wonderful training and inspirational intelligence within the department. Feel sorry for all of us taxpayers on our return of money
Lol, a real "Barney Fife" type of thing.
Lying cop would have gotten away with it to, if it wasn't for that pesky body cam.
This guy should not have been a cop. Ever. Certainly not anymore.
That was to convenient thay are wring how can that keep getting by with this
How could thay keep him in prison for the cop shooting her it's illegal and the hole force were.setting.him.up
Cowardness not bravery just cowardness that's a good cop but it's good for nota huhuuu why do we keep yhis up
Yeah of being a huge law suit he already shot his partner so it could only get worse from there and it's only the tax payers that pay for there actions thay should pay there own lae suit to pay for what thay do
