The statistic re: 96% of the civil forfeitures being taken from out of state licensed vehicles (morw accurately, thefts under color of law of money and property by law enforcement for their own benefit).
The Kansas State Patrol are very cynically, calculatingly stealing whatever they can find from those who will have the geeatest difficulty returning to their jurisdiction to contest those legally unsupportable thefts. The state patrol does not have any financial disincentive against bad busts/illegal taking as THEIR budget does not pay for legal fees & lawyer hourly charges if contested. This meets MY definition of an ongoing, organized criminal enterprise. RICO needs to be invoked.
