Coming from someone who has also worked as both a Private Investigator and cop the Private Investigator is wrong and here is why.
Yes it is true that the Cop did not technically have a legal right to detain him but when you are a private investigator you are a professional and sometimes it's easier to submit to a request from a cop (even if it is a stupid one) to get the encounter over with and get back to work.
A cop is paid to waste time
A PI is not
The PI was not incorrect but he was wrong in this situation
Stalking is a crime

Well, to be fair, at 16:09 he sayd there are 19 unsolved murder cases in that county. I suppose it's not that unreasonable cops are on the edge for suspicious people. And a guy following a woman is definetly supsicious. Still not handled well, since, edge or not, moving on an hearsay is unprofessional. But than again, if something would have happened and the "hunch" was right but noone acted, we would be watching this on a true crime channel blaming the cops for ignoring the tip. Damned if you do, damned if you don't I guess…
