If it were me, at this point, I would tell Rigby, "Enough of this BS. I'm done. You can go play with yourself till kingdom come. I'm not going to listen to another second of your horsesplatter. Let me work or fire me" Then I would stand up and walk. But I would let him know, "If you fuck me over with this matter, you beytter kill me, because we will go to war, and I will make it my mission to expose you to the Universe".

At 1:02-3, Rigby twists the conversation: the cop is talking substance. Rigby contorts the conversation to procedure. And he conflates 'report' and 'complaint', trying to disqualify a PERFECT and exemplary example of handling a criminal obsevation into a botched handling of it. He wants to say there was no 'wrongfulness', and then he wants to excuse the 'non-wrongful ' incident! Why bother, if nothing happened of legal import? This is so comical, because the moron Rigby doesn't realize that he is cutting his own throat by displaying the depths of puerile banter he is displaying to the world. No doubt the way news media cover crooked politicians unchallenged makes this 'I think I am a genius like Fredo' little pissant official think he can lead the whole National population around by the nose. Ha, ha.- you not winning, little Babu.

Notice also that Rigby replaces the cops testimony with his twisted mutations (couple days becomes 1 to 2 weeks (!) ). THis Rigby is Chiaphas interogating Christ, desiring only to squelch the truth and crucify Jesus.
"Representing your department…" : Rigby conflates an utterly simple act (a few seconds of choking to push the perp into the car) into a staement about the entire department (blue line). The image I have is that Rigby is marching this cop backwards, prodding himff on a narrow ledge, hectoring , distracting him, peppering him, just hoping he drops a thousand feet to his death.
"You're not strong there": just as Chille points out this strong/weak phrasing, it becomes clear that Rigby, by ponderously speaking, hand writing every word, reading it back to him, making snide comments, that all this is intimidation to make the plain soken officer scared to talk.
