When the police are being tyrants and charged in lawsuits the money must NEVER be taken away form the people but from the police themselves. There is NO incentive to stop their unconstitutional behavior. Once the police and the cities are forced to pay up out of their own pockets the mayors and city officials will start making more appropriate laws on how pigs are to conduct themselves. This is just one way to get things moving in a more Constitutional direction but it is not the cure.
It was even worse growing up in Puerto Rico, especially at the end of the month when quotas need to be filled.
