Most departments allow for a vehicle to idle during an emergency call, but also require the vehicle to be locked. An officer would be directly responsible for any sensitive items such as Radio, Night Vision and weapons if they were to go missing.
Furthermore, Florida statute 316.1975 subsection 1 Covers Unattended motor vehicles and states that A person driving or in charge of any motor vehicle may not permit it to stand unattended without first stopping the engine, locking the ignition, and removing the key.
Subsection 2 A however, covers an exemption for emergency vehicles. But requires that the vehicle is equipped with an activated anti theft device that prohibits the vehicle from being driven.
Regardless of the department policy, having the keys in the ignition, idling with the windows rolled down puts Officer Reyes in violation of this statute, and I’m sure he would have no issue with writing you a citation.
Fortunately the supervisor identified Reyes for us. Unfortunately, in my opinion, Officer Reyes is unfit for duty, but remains on the job. He lied multiple times, aggressed upon and shined his flashlight in OGI’s face, violated multiple department policies and statute 316.1975.
A citizen without the thin blue line’s protective gang shield would have been cited and possibly arrested for his behavior.
Any other job would have terminated this dangerous employee.

Ironic I just found this video. Officer Reyes recently beat the shit out of me. Pending court case.
He had no respect for the supervisor then the supervisor tried to turn it on Og so he wouldn't look like an idiot for letting his officer act like a fool. None of these officers care about complaints because they don't go anywhere. How about we start letting the public hand down discipline by vote.

I'm not sure about the law then but where I live it's illegal for cops to intentionally shine a flashlight at someone's camera with the intention of depriving them of their first amendment right.
If that was the case here he could easily get his qualified immunity revoked and sue the officer for his actions.
Defund, terminate and prosecute. Qualified immunity needs to go immediately. I'd rather have no police than corrupt incompetent ones.

The supervisor was just as bad as the police officer. He stood there like he was scared to tell Reyes to knock it off and give him his ID. Than the supervisor starts to at the guy filming. He didn't try to help at all. Your best bet is to file a complaint on both of them and sue the city and the police department violating your right to film. It's a violation of your First Amendment right to film. Freedom of the press. There should be a follow up on this with a complaint and a lawsuit.

Never occurred to me that leaving a police car unattended with the window down could make the officer responsible of something happens to it. A friend of mine actually stumbled upon an unattended cop car years ago with the window down and stole a couple radios, a gun and a donation jar full of money. He did time for it but should have held the cop accountable as well.
That copper is a danger to the public he has some serious anger issues which need to be sorted out before someone gets hurt or killed
