In just about every other civilised country, that would be an unlawful and criminal use of firearms. Cannot see ANY justification for discharge of a firearm. HOW MANY MORE incidents like this have to happen before America wakes up to and conducts a complete review of law enforcement and use of deadly force???
For anyone interested, way back in 1990 the United Nations, after having consulted it's members, published guiding principles on the use of firearms by law enforcement. (Title – Basic Principles on the Use of Force and Firearms by Law Enforcement Officials).
It states:
'Law enforcement officials shall not use firearms against persons except in self-defence or defence of others against the imminent threat of death or serious injury, to prevent the perpetration of a particularly serious crime involving grave threat to life'.
These are basically the principles of self defence, which really don't differ much, if at all, across many, many countries. I know, having worked in related capacities in quite a few countries, and under lots of different governance. The guidance remained pretty much the same. IMMINENT threat to life, or that of a third party.
The United States is the ONLY country I know of, as a UN member, that DOES NOT have this written into LAW. A police officer misusing their firearm, outside of these permitted scenarios, just like any other citizen, is liable for offences such as murder, attempted murder, manslaughter, attempted manslaughter.
That the United States, in this day and age, STILL has yet to address this is criminal in and of itself.
On a final note, the greatest cause of death to law enforcement officers, by a considerable margin is??? Themselves. More officers commit suicide, usually by firearms, than any other threat they may encounter on the job. This often repeated notion, that so many things are for 'officer safety' is a complete crock and not justified or backed up by any data for decades.
Well she definitely is guilty of resisting and fleeing since they definitely had enough RAS to detain her, only because she opened her mouth and talked about looking for her lost dog. If she didn’t talk to police the whole damn case would have been dropped and she would have had a nice lawsuit and at most reckless operation of a vehicle but now all she will likely get is jail time.
I dunno if they should have shot at her all things considered but it was a pretty tense situation.. shes luckier then Sean bell was..

Is it illegal to carry a knife? No, it's not. where is the crime, and she never threatened anyone with the knife. What if she was carrying a rifle? Is that a crime? No.
I am glad she was not terribly hurt by gun fire. I am also extremely happy that it was not a black person. Chances are the outcome would have been deadly in the driveway yet alone 15 minutes later down the road.

They shoot whenever they get the slightest little teeny tiny opportunity. Then it's a mag dump, turning a family neighborhood into a war zone. Who exactly is the bad guy here?

Why did they even fire ONE SHOT let alone 10 shots? What did she do to provoke that kind of response? Just another over reaction form a bunch of cops who had no reason to do any shooting at all? Why shoot a fleeing person who actually did NOTHING WRONG and wasn't open to getting out of her car just to speak to them?
Unreal. You sit there and micro-analyze video frames of an unstable person who had wielded a knife already towards other people, who makes a horrible decision to drive her car away as police officers are holding her arm and then drives around a tree and off into the street. How can you sit there and judge an officer’s perception of what direction she was going to go with her car? From the video you can ascertain that had she continued to go in the circular direction she was already going in she would have potentially hit the officer on her right side. In a split second she decides to stop circling and go straight through out onto the street. Does the officer have to be on the car hood before he can defend himself in your world?
