I deleted my earlier post. I thought the arrow was pointing to a different cop pulling something out. The cop in the background does pull something out and walks to the front of the car. But now I see that the cop who leans in also seems to pull something out with his right hand before leaning into the car. It is harder to see, but his elbow does lift up and backwards as if he is pulling something out. I hope justice is served!
