I don't say this very often considering that there are majority of times where it is negligence. But the officer that threatened to hurt him for not complying is not a public servant, he is in fact a "tyrant". A reasonable person in an officers position would have recognized that he was cooperative and was just seeking a reasonable accommodation. But instead what is observed is intentional escalation from the officers into unreasonable force and an unnecessary arrest.

Qualified immunity COULD be good if it applied appropriately. Too many vids ive seen where the police are obvious dipshits, neglegent, etc, and QI is applied to their situations. It should apply only when its clear the officer was not being neglegent, abusive, careless, or showing signs of poor moral standing and scummy attitude.
