i feel like it’s an issue that a statement of officer guilt by internal affairs goes AGAINST the department’s defense in court
if anything the dept should be able to pass the liability down to the officers and (at least partially) off the dept (they did still train and supervise them tho) by internal affairs finding wrongdoing

Cops can aproach you and completley violate your bubble but God himself said on the 11th comandment "thow shall not come within 2 feet of a person with a badge because they are above thee and hold the holiest of holiest rights that shall not be infringed". "And as such officers with a badge can get in face and basically apittle directly into ones mouth and if you even flinch shall beat the shit out of you". Literally what happened.
once the "officer" touched him with the ticket he has received it, after that he is not obligated nor required to hold onto it or pick it up…..the officer "could" have issued another ticket for littering but not a physical takedown and pepper spray for refusing to grab it. that was the "officer" loosing his cool and becoming violent and abusive.

what happens when cops don't bother to show up in court for the tickets they write? is there a warrant put out for their arrest?, are they held in contempt? we have to take a day off work and wait around all day in a courtroom but they never even show up ?, what's to prevent cops from writing bogus tickets then ?

Law enforcement and the Judicial in Colorado has collapsed, due to activist judges and false/forced diversity hiring.
The cop assaulted the guy. Accepting a citation is a mere formality, because the citation would have had his address information and the citation could have been mailed to him.
Perhaps IA officers that exonerate officers that violate civil rights and the officers they exonerate are ultimately judged to have violate their right and get a judgement, the IA officer gets an automatic 10% judgement in addition to the officer and other plantiffs
