Isn't it really about the state legislators that make the laws that tells the chief how to supervise his cops. This cop was just doing the job that he's been told to do. It's all about the numbers of pulls these guys make. If they don't pull you over and give out tickets, they are disciplined. Changes need to be made at the top of the pyramid. Legislator on down.
