Middle finger can mean "I can defend myself." I heard it came from when they used to cut off the middle finger of archers to prevent the from shooting arrows. Showing the middle finger to someone meant he could still shoot.

TCRL, in your experience/opinion do the cops do this sort of thing because: (1) they truly don't know they are doing wrong, (2) they know there are minimal direct repercussions, (3) they hope the taxpayer doesn't know their rights, (4) they understand that many aren't in a position to afford decent legal representation or (5) a little of each?
