Don't draw attention to yourself while you are violating the law. Its pretty simple. This guy is being a dick to be a dick. There is no good reason for that. This department made a bunch of mistakes, but this interaction seems forthright and follows the law. Would he have gotten a windshield ticket if he hadn't drawn attention to it? Probably not. But that doesn't make it retaliation. The guy didn't seem remotely annoyed by the bird.
