The trooper admitted to violating florida statute 316.0895. He even explained the criteria he uses to determine a violation of the statute.
He puts everyone he stops in danger, just so he can put someone into a tree.

In Pennsylvania v. Mimms, the U.S. Supreme Court established that, during a "lawful" traffic stop, a police officer can order the driver to exit the vehicle and conduct a pat-down search if they "reasonably suspect a threat to their safety". This cop WAS the threat to safety!!
