Stomping cop was supervisor to the other 2 arresting cops. The 2 cops reported the stomping cop (Huxley), and he was fired and prosecuted – took a plea deal. The 2 reporting cops are now suing the city (Indianapolis) and department for retaliation. The 2 cops are not blameless, they shouldn't have tried to arrest the dude in the first place – 1st amendment, etc.

The guy was in cuffs. No question, excessive force was used. Possible broken neck, skull fracture, or concussion. He was in custody and using his 1st amendment rights. That was aggravated assault and battery with the intention of doing bodily harm. Stomping on a downed person's head on concrete? The officer KNEW what he was doing and shouldn't have a badge and should be behind bars.
