That is a negligent hire, the department should be sued,they should check all of their hires within the last 20 years and look at their disciplinary records, how many were hired despite negative psychological exams,we have been subjected to these psycho officers for years,

It wasn't a mistake. They knew exactly what and who he was when they hired him. The "mistake" they now claim it was to hire him is the language used to defer from the fact they knowingly made a negligent hire. Well, a negligent hire in the sense they got caught. Not that they actually hired the wrong person.
This also goes to show that trained mental health professionals who these agencies hire, don't actually want them to provide unbiased and neutral assessments of candidates based on an honest and unbiased analysis of the individual. They want these professionals to provide the illusion that the agency wants to weed out psychopathic individuals when they do not. This case clearly illustrates the bullshit nature of the process. You have a psychologist or psychiatrist, who clearly found this individual to be unfit to be a police officer; only to have some person or persons override their decision based on what? We can train this abbarent behavior out of him or worse, he knows the "right" person.
What happened to Manuel Mata the auditor with Carolina Fort Worth. His bail was revoked because he refused to to give evidence in this case.
