Most importantly, tough love is something only someone close to you and trusted can do. Someone who was either placed in authority over you by God Himself (parents) or someone you VOLUNTARILY submit to, such as a coach or drill sergeant. But it requires trust and, except in the case of your parents, CONSENT. Cops should NEVER be attempting to engage in "tough love". It is entirely unsuitable for the relationship.
The place looks messy and unorganised but not dirty per se (hard to tell obviously). It doesn't warrant being berated by a foul-mouthed unprofessional pig.

I'd like to know if the lady was a frequent flier. I have no problems with what the cops said to her if this is their fifth or sixth visit. If it's the first yeah it was uncalled for.
