I agree with your reasoning, that the child is on the street, but I think that what Chille is trying to show on this channel (please correct me if I am wrong) is that; What that police officer did does not have the same outcome as if you had done exactly the same thing. I don't want to think what would happen to you if the victim were a police officer.
If it was a fellow Officer or even a K9 officer, they would have immediately transported them, Lights and Sirens with an escort.
