I was born and raised in Toronto.
In all my interactions with the police, I find that, while they are not as trigger happy as our American brothers, they are much more by the book and generally less lenient on even trivial misdemeanor crimes.
For example, I was volunteering in east Toronto, so I had to park my car. I did not have change to put in the parking meter (this was a time when meters only accepted coins). I stopped in front of a convenience store, got out to break a small bill into change so I could park on the street legally. I was in that store for no more than 30 seconds. Within that time, a Toronto police officer was already writing me a ticket. I respectfully told the officer I had to stop because I had to get change to pay for the meter, he merely pointed at the 'no parking' sign on the side of the street and informed me I exited my vehicle, therefore I am now parked. Technically he is correct, but this is one of many small interactions with the Toronto police where most will play by the book and not use discretion.
I have a single arrest (no conviction) in my life and the entire process was illegal. (I did not know this at the time as I was in my early 20s)
I was in a bad mental state at the time and informed a friend I am considering un-aliving myself. While, she ended up calling the Toronto police. She then informed me that she called them. I was mad but I figured I would go outside onto the sidewalk in front of my house and wait for them. Upon the Toronto police showing up, they asked my name and I told them. I was immediately arrested. They then questioned me about potentially having weapons in the house like guns, illegal knives, explosives, etc. Without asking, they then proceeded to do a full search of the house and found nothing. I was taken to jail, and released shortly after. In the report, they claimed to have smelled a strong odor of marijuana (before it was legal) from the house. No drugs in the house. They lied on the police report as to the reason for entry and did not ask me about my mental health or anything of that nature. My friend stated she never mentioned anything about weapons or explosives (and I do believe she wouldn't lie about this). In the end, I just let it go. This was before body cameras were a thing.
Another bad interaction with the Toronto police was when I was caught speeding along the 401. Once again, before body cameras. Given this was a while ago, the flow of traffic was better along the 401 then it is today. The traffic along a stretch of the 401 was relatively light. I was in the left most lane (known to be the fastest lane) doing about 135kph driving in to work, I was drinking my morning coffee and listening to the radio so I wasn't paying too much attention to my speed. I was pulled over by a Toronto police officer who then proceeded to shout orders at me not to move and keep my hands on the steering wheel. I complied and he informed me I was driving at 155kph. I was a bit afraid given I noted he had his hand on the holstered gun for the first few minutes of the interaction. He informed me that I was weaving in and out of traffic and driving recklessly a few kilometers back and had alleged I almost 'smashed' in to a white sedan while doing my weaving and that the officer had witnessed the entire thing.
For whatever reason, he did not arrest me but had my vehicle impounded and I was cited I believe about 5 separate tickets. Careless driving, reckless endangerment, 155kph in posted 100kph… I forget the last 2.
In the police report, Toronto police officer had stated he had personally witnessed and followed me. Witnessed me 'near miss' a white sedan at excessive speeds, noted that I passed a 'bus full of children' at excessively high speeds and that it 'took him a while' to catch up to me.
I had 3 of the 5 charges stick as I had no way to prove I wasn't the guy. I know I wasn't but Toronto police officers testimony is considered credible evidence. The officer showed up, made his claim, and said he was sure it was me. That entire ordeal cost me thousands.
Those are my stories. Thankfully with a advent of body worn cameras, it will help quite a bit with lying officers. However, I still find the modern Toronto police to be over-zealous, by the book and generally don't apply discretion.
Canada isn't the great country it attempts to portray to the world.
