It's pretty disgusting that the put people in handcuffs, and then cite them for not presenting licenses. The only reason he couldn't present the documents is because you confiscated his wallet and put him in handcuffs and prevented him for going back into his car. I think that actually technically makes it entrapment.
We're not for the offices actions preventing him from presenting his licence he would have presented it. And if he went to his car/wallet or broke free of the handcuffs they would have also cited him for resisting
