Surprise, they've got work to do. They don't have time to listen to your mindless rambligs about hand cuffs. Nobody's lost a finger, hand , arm or suffered nerve damage because of handcuffs. So I don't think he thinks one way or another about handcuffing people. Again take this problem to the state legilesture or congress not the cop on the beat.

It all boils down to safety. There’s a lot of finesse needed and personality to be an LEO. I was one for three years as a Reserve Deputy. I’m a people person. As far as the question about chains (handcuffs), that’s all part of safety. You’re in trouble for something you shouldn’t have done. While probably 80% of people would just be cooperative and not need restraint, the other 20% ruins it for them. Nobody likes to be in trouble and when they’re caught is when they act like they have no sense.
