What I think is worse is that he thinks it's ok to do it because he thinks that the guy is on parole and how can he put his hands behind his back when they are being trapped by the 🐖 being held in place and can't move. What is even worse is that he was talking to a police officer and the other one came up and just grabbed him when nothing was going on and they were having a conversation with the guy, it was not a stop. They had the guy who they were looking for, telling him to relax and then they would not take the cuffs off of the guy and made him lay on the floor.
