I'm not from the USA but I fail to understand why going for a walk could possibly be deemed as suspicous .How dumb are these cops they knew the man didn't speak English so instead of phoning some type of language line as would happen in England they just kept barking orders at him which it was obvious that he didn't understand. As for the violence towards Mr Patel that just seems to be the default setting for to many American cops as they know they can get away with it because the legal system will protect them.

Although many American adults carry their drivers' licenses at all times when they are outside their homes, there is no legal requirement that they must carry their licenses when not operating a vehicle.
