First, the dogs need to be controlled and the fact that the little girl had treats may have been the reason the dogs approached her. Thankful she wasn’t harmed ! The cops were wrong, but Mr. Markam is an asshole for allowing his dogs to escape their enclosure. No one can say with certainty whether or not a dog will or will not attack a person. This unfortunately happens all the time, even with supposed docile family pets. What the officers should have done is enforce whatever laws are on the books for Mr. Markam allowing his dogs to run loose. There is likely a city ordinance that would permit animal control to take possession of the dogs should further violations occur. Keep in mind that the family who made the complaint also have the right to be secure on their property and free from real or imagined threats from another property owner's pets. Mr. Markam is an irresponsible pet owner.
