This is just another case of "chekhov's gun". That's a theory that in film if you show a gun in the beginning it has to be used by the end of the film. Cops get enormous budgets to buy equipment and pay overtime. At some point they have to justify that budget. So they do things like this to "show" the need for such a ridiculous budget… The military does the same thing.

They coming full force for a family, doing what they're supposed to be doing, but they won't even send one cop out against a group of people rioting. And they appear to be afraid to go in the hood
It’s not his business to tell her no one is allowed there so I think the cops need to wake up a keyholder to the place and get them down there and arrest the keyholder for setting up the vehicle drop off procedures and not allowing vehicles coming on their lot after hours and then the dealership can deal with the cops department for not allowing the customer to drop her vehicle off without a big communistic ordeal,screw the cops and their departments full of uneducated idiots running rampant throughout our city’s
They try to prove that they arnt a waste of resources so they all pack in on a easy one so they don’t have to do a good job doing real helpful police work
Have you ever noticed whenever you get stopped for area they always have tons of crimes at that exact place !!!! No matter if it is just pile of dirt lmfÅø. We need to start site for that so we can drive property tax down those areas so we can buy property really cheap

You don't need training to come to the correct course of action here. It's as if there were no examinations for IQ's or mental profiles. Heck! Dispatch figured it out for him, but will also respond to his requests for back-up. Think about it- a thief does NOT leave a car; they TAKE one. Cops are the dumbest. I work in the alarm industry. I was dispatch to a runaway fire alarm. I show up in a company truck in a company uniform with keys. I get detained and have to answer a jillion question before I could fix the alarm.
