If he was in a jurisdiction with a stop-and-identify law he could've been arrested for failure to provide ID. The Supreme Court also demands you give your name to police officers (Hiibel v 6th). Nearly half of all states have show-your-papers laws, aka stop-and-identify. Unfortunately the 'suspect' admitted to the cop he had ID on him which is why you don't answer nearly all questions and instead ask your own.
