The reason they utilize this tactic because if the Defendant has a psychological issues, if the police officer was fired for their use of force, 8 out of 10 they are reinstated and transfer to a different agency (a police officer was fired, reinstated after a year, and he received $160,000 backpay after the release of the victim's psychological records in court).
