Crime scenes have tape or clearly stated boundaries, otherwise it's public property. He was just tryin to bully the citizen. Sadly, so many citizens are afraid of the process and allow these bullies to scare them into a state of submission. They hear news casters and bootlickers call them "authorities" so often that they start to believe it. Its psychological abuse at its finest. Nobody's anyone's boss or authority, we are all equals under law. We have just as much "authority" to hold others accountable as they do us, this is the ONLY way to have a free balanced society and civilization.
