I've asked "Chille" about his legal qualifications many times and have never gotten a response. But we CAN look these things up.
He has no formal education in the law. No one in the profession considers him as any kind of "expert." In general, no one in the field other than those he's directly encountered have ever heard of him. He's never published nor is he ever cited as an authority in any of the refereed, peer-reviewed legal journals.
(He's not mentioned, AT ALL, in those journals, either…not even as a peripheral person associated with any kinds of landmark cases.)
Those would be the minimum qualifications to declare someone a "Constitutional Law Scholar."
