This would happen much less if cops like these were sentenced to even half the time in prison for these crimes. Felony conspiracy against rights, felony deprivation of rights, assault, battery, kidnapping/abduction, false imprisonment/unlawful restraint, etc. etc. etc. Max penalty is death sentence for the felonies alone.
You can only arrest for threats and "fighting words" not for obscenity. I'd hold the prosecutor in contempt if they went ahead with charges.
