It sounds like that the police officer is totally comfortable about using his fists, severely roughing Melvin up, and using a pepper spray to restrain him. Later, while Melvin was in the police vehicle, the police officer struck him, even though he was handcuffed. Frankly, this police officer was responsible for a series of violent and brutal attacks which indicates to me that the police officer showed absolutely no restraint or self control during the entire incident. I can only see one outcome and that is the police officer is found guilty of abusing his position by seriously assaulting the citizen.
So he admits he used the pepper spray for compliance…its called TORTURE. Yea, there was no threat, they tortured him and punished him.
Cops seem to think they hold the keys to our rights in their hands and at their discretion….remind them who they are, because thats nowhere near and way above their paygrade.
