The act is classifiable as road rage and as such, under driving safety, the police can act to dispense road safety advice or to charge.

There's a scene in 'Clockwork Orange' when the main character finally gets discharged and comes back home to find his hooligan ex-friends are now police officers, and they're twice as cruel, crooked, and moronic. When I see corrupt cops doing obviously unlawful things under color of law, I always think of that scene.
He knew what he was doing when he flipped them off. He wanted that law suit. He shouldn't have done that and should have given them what they asked for. I know there are a lot of bad cops but why flip them off or anyone for no reason.
What about using ASL hand signals to spell out "Go Phuck Yourself"…? Would that be acceptable?

I’ve seen hot heads like that who are looking for an excuse to use their weapon. If this hot heads is allowed to carry a gun and a badge, he will execute someone. Obviously there wasn’t a psychological examination prior to his hiring. If allowed to maintain his employment this agency will be held accountable for some serious consequences in the future for negligent retention.
