The 81 2nd struggle comes from the officers continuously using excessive force and hurting this man and his attempts to get away or protect himself from the harm the officers is inflicting.
There was no rapidly anything going on from the point he himself layed on the ground. This is officers fully and willfully escalating it so they can justify using all the force that harmed them because they can not control their actions. Even if there was a bit of so-called str7ggle, there were at least 3 officers there, the criminal was tiny, and officers were all twice his size. Pulling a and well, perhaps he is perhaps attempting to protect himself from his head being slammed into the cement. Breathing room does not mean beating the man up, period. That's called cops who get off when they have a chance to justify using force and bring harm to otuers. There was no danger here. Anyone could see that you all rushed to him, and no one even worried about if anyone was in the ban that could actually harm tobe of you. If you feel you need to use this type of measure, your in the wrong libe of work. I think its time people stop allowing officers to justify all the hate crimes they commiy on the jon all because of their feelings. Enough is enough. There is no more wiggle room. @ 38:27 , wrong. The lawsuit under 42 USC Section 1863 prohibits municipal from indemnifying the guilty cops. What happened here is both lawyers settled the case with stipulation that the damages against the cops will be paid by the City. Why did the City acted so generously? The DA, judges, police chief, and politicians receive campaign money, endorsements, and election engineering from the labor unions , police fraternity, and criminal justice industry. In reciprocity the City indemnified the guilty cops who also retained their jobs.
Without meaningful punishment, the evil cops repeat their crimes.

The dogs were already unleashed and could not be called back. In contrast people have the ability to continuously monitor and moderate their behavior as the situation unfold.
