Most departments USED TO HAVE training and procedures. MOST departments procedures USED TO BE that EVERY ROUND needs to be accounted for, EVERY SHOT justified. The other officers should have IMMEDIATELY taken her weapon and escorted her to a vehicle for the duty Sargent to start an inquiry. This shouldn't happen, ever.

This is the third format I've heard about this today. She's now the poster child for why females should not be patrol officers. The police department has other jobs for them to do.
