  1. Do some research on Sheriff Richard Roundtree. He was an investigator with the RCSO prior to being elected as sheriff. This story copy/pasted from the Augusta Chronicle in year 2008;

    A high-profile investigator for the Richmond County Sheriff's Office was demoted Monday and placed on probation after an investigation determined he left behind case files and SWAT gear when he moved out of an apartment earlier this year.

    Richard Roundtree, a sergeant in the Criminal Investigative Division who just returned to duty after extended training at the FBI Academy in Quantico, Va., was stripped of his rank and forced to leave the violent crimes division after a review board hearing, Maj. Ken Autry said.

    The case files, which included five open "cold case" homicide investigations and two closed ones from 1988 to 2003, were left by Investigator Roundtree after he moved out of a Telfair Street residence earlier this year. The files were discovered by its new owners in July. They also found a .22-caliber rifle, which was a personal firearm, Maj. Autry said.

    Investigator Roundtree also was cited for a number of Sheriff's Office policy violations and also faces five days of unpaid suspension and 12 months of probation.

    "These files, the fact that they were left there, was just totally unacceptable," said Maj. Autry, who supervises the Criminal Investigation Division.

    Officials refused a request by The Augusta Chronicle to reveal the names of the cold case files, which had been unsecured in the uninhabited residence for about six months.

    But one of two closed cases involved the shooting death of 57-year-old grandmother Margaret Ann King, who was killed during a robbery in 2003 at the Central Avenue gas station where she worked. The other involved the fatal shooting of Chris Michael Price in 1996.

    Maj. Autry said an investigation conducted by Investigator Roundtree's supervisors, determined no cases were immediately affected by the missing case files.

    The investigation also scrutinized allegations that Investigator Roundtree had inappropriate contact with a female inmate during a criminal investigation after several letters written to him by the woman were found in his office. However, Maj. Autry said no wrongdoing was found.

    Documents obtained last month by The Chronicle under the Georgia Open Records law show that Investigator Roundtree checked Charlene Thatcher out of the Richmond County jail on at least seven occasions between January 2002 to August 2003. She had been arrested in the 2001 kidnapping and murder of 16-year-old Samuel James Stirrup.

    Sgt. Roundtree brought her from the jail to the Criminal Investigation Division on several occasions, including weekends, without escort. Officials admit that not all conversations between the two were documented. There is no account for the time, sometimes hours, that the two spent together in other instances.

    Investigator Roundtree was the lead investigator in Mr. Stirrup's homicide, and Maj. Autry said it is not unusual for investigators to take inmates to the CID for interviews.

    Investigator Roundtree also investigated Ms. Thatcher for having sexual relations with Deputy Jaime Felipe Banda, a jailer, who later faced sexual assault charges.

    Ms. Thatcher, who is serving an 18-year sentence at the Metro State Prison for Women for armed robbery and aggravated assault, denied any improper relationship with the homicide investigator and no other people were interviewed, Maj. Autry said.

    This sheriff's department is one the most incompetent, and corrupt, law enforcement agencies I've ever encountered. A few years ago they obtained CALEA certification, it can only be obtained by law enforcement agencies with high training standards, high moral standards for their officers, etc. I know a couple of LEO's in adjacent counties and the running joke, when the RCSO obtained CALEA certification, was that the sheriff must've paid someone off to get it. These 33 deputies are only the tip of the iceberg. I've lived near Richmond Count, Georgia for 21 years and every year there's at least one RCSO deputy being arrested. The first case I remember, after moving to the area, was two investigators being charged and sentenced to prison for extortion. A year later another deputy was arrested for child molestation. The long list of corrupt deputies, in this agency, goes on and on.

    I'm going to give one example of the incompetence of this agency. A few years ago I was traveling on the interstate heading to an appointment. The speed limit was 65 mph and there was a vehicle in the left lane keeping pace with another vehicle in the right lane. The vehicle in the left lane was preventing about 6-7 vehicles from passing and moving down the road. I was able to snake my way through the traffic and passed the vehicle (I passed in the right lane) that was blocking everyone. Almost immediately this vehicle pulled in behind me and activated a siren and blue lights (unmarked law enforcement vehicle). I live in the State of Georgia and the State law state's that an unmarked police vehicle can't be used for routine traffic stops. If an officer has to make a stop, while driving an unmarked vehicle, they must call for a marked car as well. A marked car must have agency markings that are a certain size, dimension, etc., as established by State law. Also, an unmarked can't use speed measuring equipment (radar, Lidar, etc.) to enforce traffic laws. Once I made my to the shoulder of the road, a man dressed in all civilian attire, (blue jeans, t-shirt, etc.) approached my drivers side window. He was wearing a badge on his belt along side of his firearm. He never identified himself to me so I asked who he was and what agency he worked for. He told me he was a sergeant/narcotics officer with the Richmond County sheriff's Office. I told him that we were at least a mile inside another County, we were never within Richmond County, and I wanted to see his ID. He pointed to his badge and said that was his ID. No, it is not I said… that badge is a symbol of your authority and you're required to show a photo ID to anyone when requested. And then I pointed out that he wasn't in his jurisdiction and told me that he works both sides(?). I told him if he was able to work outside his jurisdiction doing traffic stops he would be Georgia State Patrol. I asked him why he stopped me and he said I was speeding. How did you determine my speed? Well, I was doing 75 mph an hour when you passed me so you were probably doing 85 mph. Probably? So you admitted to speeding yourself, how did you determine my speed? You didn't pace me long enough and you definitely didn't use speed measuring equipment. Did you use a calibrated eyeball? We went back and forth for a few minutes when I told him I didn't want to talk to him and to get a marked patrol car to our location. He went back to his car and waited for a minute or so. He came back and said he was only going to give me a verbal warning, I don't want a verbal warning I want a State citation. He went back to his car again and came back a few minutes later. I told him either cite me or let me go and I demanded a State citation be issued. He said we were waiting on the marked car that I asked for. I kept telling him that I didn't believe he was a deputy since he wouldn't show ID. He said he had a certificate of law enforcement training on his office wall. Well, that doesn't do us any good here now does it? In a means to get me to cave in and drop the marked car request he shows my his electronic key card to his office. That's not an ID I said. He then shows me his drivers license. I then tell him he's an idiot, he just showed his home address to someone that he doesn't know. What if I was a criminal and Hell bent on getting revenge on your or your family? After 25 minutes of verbal judo on this guy, I tap my watch and tell him that the Supreme Court has ruled that 20 minutes is ample time to take care of traffic related offenses and that he was beginning to violate my rights by holding me unnecessarily. I told him, again, either cite me or let me go. I later find out that he didn't have any paperwork in his vehicle to perform any traffic duties. I chewed his ass again telling him he wasn't competent and should never perform a traffic stop unless you're prepared to handle it all the way through. Eventually a marked patrol car arrives, it was another Richmond county deputy. I told him that I wanted a deputy from the County in which we were located. He hung his head and I told him to never mind as I'm tired off dealing with his incompetence and want to be on my way. He had to borrow the other deputies written warning book to write out a warning. When he presented it to me I told him I wouldn't accept it that I wanted a State citation. He hung his head again and told me he knows I'm probably going to complain on him. I told him to tighten up and be professional in the future. He knew why I wanted the State citation, if he wrote one he would required to annotate the type of speed measuring equipment he used, it's serial number, etc. on that citation. He would also have to write down the location of the offense which was outside of his jurisdiction. I as much told him that's why I wanted the citation so I would have the opportunity to appear in court and embarrass him.
