The contractor can buy more stone for his mistake
The property is a civil matter. So the police have zero authority or business taking a side or opinion on the matter.
The material is their material, was stated to be their material, and is on their property. So what evidence does this officer have to say otherwise? If none than why is this officer saying anything?
If the material was not supposed to be left on their property than why was it left on their property? If it needs to go back to the neighbor than the person Rick needs to move it off their property.
Their survey agrees with them, the neighbors survey agrees with them, the contractor says it was for them, the contractor placed the material knowing it was their land, the contractor then spread the material and left it on their property and notified her that it was intended to be left there. The officer doesn't want to bother Rick but was more than happy to bother them.
Something seems very fishy about how these police are taking the neighbors side so irrationally in these interactions.
I'd ask are you allowed to damage other people's property while storing stuff illegally on it

Actually, what Rick (or his contractor) did is called illegal dumping at the end of the day, which is a criminal issue. Theae cops are playing fast and loose with you.
