It's not a question of legality it's a question of morality. Is any entity legitimate that claims to make rules that we have to obey or they will send enforcers out to intimidate and coerce us into compliance? Rules that say, in effect, that they own us and can dictate what we can put into our bodies, what we are mandated to put into our bodies, how or if we can defend ourselves from attackers, whether our children are under our control or the state can kidnap them and tinker with their minds for 13 years out of our sight, and control our lives in the most intimate and private actions that we can take. Isn't this ownership of us? And if we are totally controlled and owned by the state what does that make us but slaves. States can make anything legal, but they are not in charge of morality. The Nuremberg trials in 1947 revolved around the immoral actions of state criminals and not if their actions were legal. States cannot exist without funding, they get their funds by taxation, or more accurately, extortion from their victims, which means that states can't exist without doing immoral things which then makes them illegitimate. It is immoral for a state to exist.

I understand trying to go After each individual case. But that would be a lot of time and money. When few abolish qualified immunity then they would have to use all their authority with caution and forethought.

You have to remove the support structure which allows the abuse of Sovereign Citizen Immunity by the State. I agree with you completely about Terry v Ohio. I want to see US Code 18 be the most feared Law to people who are granted Public Trust and Authority in Elected or Appointed Public positions or Roles.
As I've said many many times…. most 1A auditors don't know what their doing and don't have enough knowledge of the laws. They NEED to STUDY more of these laws that Chili cited and many other Civil/federal statues/regulations/case laws, B4 doing 1A auditing. 1A Auditors think they know what their doing, but they don't. Which is partly why they get hemmed up badly, to the point where many of them 1) Take a plea deal and are ordered to not audit anymore. 2) The auditor realized what he's doing has not worked and/or been effective, then quits. 3) Gets arrested multiple times and decides to quit before matters get worse. Just to give a few examples Know fully what your getting yourself into. This is no game.
