It completely irrelevant whether such a law regarding bicycles exists or not, this incident is not about transgressions of law, it is about a police officer punishing an uppity citizen who has not shown him the respect and deference he expects from the people. If the charge is unfounded it will be dismissed in court but the initial purpose of the charge will still have been achieved, which is punishment by process. The disrespectful member of the public will have been dominated and humiliated by the police officer as he is forced to stand helplessly in front of him and submit to the bullying then sheepishly accept the ticket as the grinning officer swaggers off with a cynical "Have a nice day". The chastised member of the public then has to go through a time wasting court process and maybe incur legal bills. The message is clear, Americans are far too sassy and mouthy and should learn to show deference and respect to their superiors then their life would be a whole lot easier.
