WHY DOESN’T THE PRESIDENT APPOINT SPECIAL BOARD FOR POLICE DEPARTMENTS IN EACH STATE AND I DON’T MEAN POLICE OFFICERS INVESTIGATING POLICE OFFICERS MAKE THE BOARD OUT OF CIVILIANS WHO ARE NON-POLICE OFFICERS OR NEVER WERE POLICE OFFICERS!!!. and then you will see a lot more suspensions go unpaid instead of paid suspensions or civilians would call paid vacations!!! am I wrong or am I correct?
