The unfortunate truth is that you agree to show your license when you are driving, the day you get your license.
First off a legal traffic stop is an instant detention.
Second off not every state has laws or even policies that the police have to tell you the reason you were pulled over as soon as the officer comes up to your vehicle.
Third off all 50 states require you to provide your drivers license, registration and insurance. If you happen to forget your license at home then you must provide your legal name and date of birth, if you are trans and go by a different name unless you have legally changed it then you still need to give your legal name.
Forth off you don't get to decide if a traffic stop is illegal and argue about it on the side of the road, that will just get you arrested for failing to comply with a lawful order, if you feel the traffic stop was not legal the place to fight it is in the courts.
You gotta be careful arguing this one if you are sitting in a car. The definition of operating a motor vehicle is different state by state, so technically it could be considered a traffic stop. An illegal one if the officer can't come up with some kind of infraction, but your best bet is to just give them your ID and information and fight it in court whatever it is. Because nine times out of ten you can get whatever they try to charge you with dropped, but you probably won't get the failure to identify, no proof of insurance, etc dropped. All it really takes in this situation is for the cup to lie and say he smelled something, and you are one hundred percent fucked. The second that officer brought up operating a motor vehicle, the gentleman should have been asking what traffic violation did you observe me committing.
It's obvious that cops do not know what "articulable" means.

Unfortunately, because he is in a vehicle and not on foot, the cop has to have RAS for the stop BUT doesn't have to tell you the crime before getting your ID. It has something to do with driving being a privilege and not a right, and having a license is a contract with the state. IF you were on foot and you got stopped then the cop would have to tell you his RAS before getting ID. You can thank that supreme court for that one. Big difference being in a vehicle and being on foot.
