I'm not sure how you take down the members of the elected law enforcement for some kind of touching violation against their own when they're practically immune for violence against ordinary citizens who aren't convicted of crimes. Also, I know some police commissioners are elected, so that would seem consistent with bestow a certain level of immunity for certain official acts, but if one of these departments is just an executive appointment or bureaucratic HR job, they shouldn't have any privilege beyond anyone else to stick their noses in the middle of the law enforcement activities of those authorized by the voters.

The Sheriff is the highest Law Enforcement Officer in the County, above Chief of Police. He is Elected by the people and frankly, I don't see any constitutional authority for a Police Force. I believe only Sheriff's and their constitutionally sworn and trained officers and of course federal marshals should exist in America. You can't have 2 Law enforcement agencies policing the same area and every city's residents have the right to elect a sheriff for their county's. Police should not exist when we already have Law Enforcement that is or at least should be there to protect the people and our rights compared to police that protect politicians and the State.

I think this country needs agencies in every state that police and prosecute law enforcement ONLY. Also I think the courts need to be regulated because of corrupt judges. Is moving in that direction but very slowly. Police departments are more of a privilege for a small town or city to have because the state allows it. The sheriff is not required by law to notify a police department, since their jurisdiction involves the entire county.
