Charging a citizen to CYA "should be" illegal
The "Mayor's nephew" should never have been hired. It exemplifies how the community does not have enough individuals available to fill positions of responsibility and then either through nepotism or "scraping the bottom of the barrel" they hire, arm, and release unqualified (intellectually) employees upon the community. The video documents how this officer could not possibly handle any interaction with the community that is more complicated than directing traffic and it is negligent of the city to release him, armed, on the community.
